On a similar theme but much later, these are Royal Mail 'dummy stamps' used by the Post Office for training purposes.
These were sold by a dealer at £2.50 each, or £7.50 for a gutter pair.
I think I paid about £1 for the pane about four months ago. I had to buy these just for the 'amazement' value; I couldn't quite believe that staff needed such training aids.
