This cover was delayed due to a dock strike. My best guess is this happened in 1971 affecting the shipment of supplies during the Vietnam War. The gold wording on the ROC stamp does not show on my scan, but this stamp was first issued June 25, 1971.
The cancellation is not legible, and there are no other markings on the back.
Does anyone else have a cover with this same marking that is dated 1971?
