Yup, you're right, it's another World Famous Mystery Stamp Quiz!
Let's designate this one as a MSQ for Idiots, since we haven't had one of those in a little while. This one is so easy that everyone should be able to guess the stamp. YEAH, RIGHT! No way Jose, that ain't happening again.
OK, usual rules, which are numerous: EVERYONE is eligible to play and to win you must simply identify the stamp through the clues shown, either by Scott number, any other catalog number, or even what the stamp subject is, basically anyway that will positively let us know what the stamp is. The last winner, whomj will remain anonymous, told us "1972 (SG 1946), "Le Maitre de Moulins" which was a perfect description of the French stamp in question. Speaking about that person, we were informed that she uses a Ouija board, but have not been able to ascertain that fact, or even how that would affect the outcome, so is still the acclaimed winner of several of these MSQ's.

PS: Here in the Quad City area (Davenport, Bettendorf, Rock Island, Moline) the Mississippi River does indeed run from the east to the west. That makes my home actually North of the Mississippi. Just ask Stampmanjack - who lives South of the Mississippi!
Since I don't actively do that anymore, I didn't think about collectors that might sort through millions of stamps, especially U. S. stamps. Maybe the next stamp should be a C3a, since there aren't many of those being soaked. LOL
David, I only made up 12 clues for this stamp, so you may have been out of luck waiting for the 25th clue.
