This is a Tax stamp issued by the Treasury, most likely for something purchased. It would have been attached to a Bill.
Value is 20 'Lirot Israelit' (written in Hebrew below value in figures- Israel Pounds] which means it was in use between 1960-1980 but I have no idea of exact issue date.
Some very colourful Tax and Revenue stamps are to found from Israel. I'll endeavour to scan a few at the weekend.

I have quite a few revenues now and have identified all the others by Bale cat. but this one had me stumped, I saw some on e-bay but without any information and they had labels attached.
