United States/Stamps : SC927 Block Difference

I was working on my plate block album, and noticed two blocks with two distinct colors on the paper. Since I'm a novice, my question is, what would cause this? Is it a difference between wet/dry printing? There's no note in the 2014 Scott Catalog.

The degree of wetness of the paper will cause the ink to bleed into the paper at different amounts. The wetter, the more ink will bleed into the paper.
