Belgian railway stamp. Yours does not have the engraver's name, which means it was part of the 2nd set. The stamp was first issued in 1902.
Your railway cancel is for Godarville, which today is part of the town Chapelle-lez-Herlaimont.
I don't recognize any significance to the cancel date of 25July1909.

The type of cancellation you have here is called a Chamfered Rectangle.

The chamfered rectangle came into usage in January 11th, 1908. Cancellations between 1908 and 1910 are harder to find as the waybills upon which they were used were destroyed. There was a slight lull in the interest of railway stamps during that time. After 1910 the chamfered rectangle cancellations were found in abundance and are one of the most difficult cancellations to create the rail stations they passed through as they were used by State Rail lines and private rail lines as well as provisionals.
I realise the latter information is unrelated to your stamp but it helps to understand the cancellation better.
