General Philatelic/Identify This? : What in the world is this abomination? (Venezuela Security Paper)

I found this in one of the albums, no telling how many years it has been in there. This is hard enough to see with a magnifier, but almost impossible to tell without one. It is certainly easy enough to read the Venezuela cancel, but certainly not the stamp. Simon Bolivar is the subject, similar to A43 in Scott's and the denomination is 25 centimos and Correos E.E.U.U.deVenezuela, but that is about all that can be read.

Any hints or clues?

This is a seriously ugly stamp!

I've not seen this value before.

It's Venezuela SG 419 / Sc #298 from 1932.

It's not an overprint. The design is in the Winchester Security Paper. In some cases, the paper design completely overwhelms the stamp. I have the equivalent airmails in my collection online. The paper design is hardly apparent in some cases, and overwhelming in others.

I'm amazed that anyone can figure out which stamp that is.
