it's a postal marking, Antonio, referring to a bag that was presumed empty but was not. it likely helps explain why the envelope was received late, although we can't say that for sure, as we have no receiving marks showing, but the dated meter can leave no room for guessing as to when its journey started.

i just noticed that the corner card shows Boston 1; ZIP was implemented July of that year, and one might expect the corner card to reference the full ZIP.
