re: Mexico 8 Peso Bistre Brown Exporta perf 11.5 x 11.25?
Assuming I'm reading the Michel correctly (and you should always envision a little cloud of confusion over my head when I look in Michel), they list the higher cv stamp as perf 11 x 11-1/4, and the lower value stamp as perf 11-1/2 x 11-1/4.
I've read elsewhere in a discussion among some experts that Scott will often round up or down to the nearest 1/2, which, to me, makes their listings not very helpful when it comes to long definitive series with perf variations.
I see also that Michel lists 2 shades on that perf 11-1/2 x 11-1/4 stamp: mattbraun (matte brown?) from 1984 and mattbraunocker (matte brown ochre?) from 1985, but with no difference in the unused cat value and a slight difference in the used.
Here's the snippet from the Michel 2008/09:
Hope that's a bit helpful!

Dave! You are a lifesaver!
When you said . . .

You read my mind. This is what I was beginning to think.
I wonder if Scott does this because they are assuming that most perf measuring devices do not track to the 1/4 perf. All of mine do.

I think that's the reason, and a decision they made a long, long time ago, but, to me, that greatly sacrifices accuracy for a little bit of convenience. It's a shame.
