United States/Covers & Postmarks : US Parcel Post Stamps On 1st Class Mail?

It seems that the usage of 1c and up US Parcel Post stamps on 1st Class mail was, while not common, nevertheless common enough during the early 1900s. And, it seems they were allowed. Was this an official oversight or just an oversight?

According to the blurb in the Scott Parcel Post stamps section effective July 1 regular postage stamps should be valid on parcels and parcel post stamps then became usable as regular stamps.

to be clear, they were initially legal ONLY for parcel post, but soon that rule was relaxed so that they became legal on first class and PCs.
