Can you post the wording around the postmark? That would help me anyway to identify what this special cancellation was commemorating because the photo you posted is hard to read.

It says (146) TUTTLINGEN and then on the bottom WELIBEKANNTE QUALITATSSCHUHE the date is 24.7.58

That would actually be "WELTBEKANNTE" (with a "T", not an "I").

"World renowned shoes of quality".

Many cities in Germany used these kind of promotional circular cancels for a great many years. Makes a lovely collecting field. Here is another one:
