I didn't try this, because I didn't want to risk messing up the book I am working on, so here is my question:
If I have an approval book of 5 pages, and I add a new page, the new page automatically becomes page 6. If I change the page numbered 6 to page number 1, what happens to the page numbering of the original five pages? Do they automatically adjust down by one?

To use your example, if you post 6 pages, but are not happy with page 1, you delete page 1, and re-add it, it will become page 6. You can then renumber it to page 1.
Ah, OK. I see how that would work, but that is now what I was thinking.
What I'm thinking is say I create several pages of stamps from country "S". They are pages 1 through 5. Now I create a page for country "M", and I want that to be page 1. Can I renumber the "M" page (number 6) to number 1 without messing up the other pages in the book?

Based on what Tim describes, perhaps you can renumber page 1 into page 10, temporarily just to free the spot. Then you renumber your page 6 into number 1 and finally make your temporary page 10 into number 6. Voila. Never tried it, though.
