A while ago someone posted a helpful hint on how to use Google to search for images. I could not locate that old topic; if anyone recalls the topic perhaps it could be helpful to post the link to that discussion?
In any event, if you search for the image, the best hit is an advertizement for the Dutch (?) Roxy cigarette brand, see here:

Thanks very much. I think you are correct. Looking on the back of it I see remnants of a yellowish paper with white fibres criss crossing through it. I think this was a label helping to hold a cigarette package shut.
