re: Country (Japan) & Scott Catalogue # if possible - Internet Image Search Tip
Liz, try this (I'm at work, on a computer with an outdated browser, so I cannot do it).
Go to Google, click on Images, and in the search box see if there is a little camera icon. If there is, click on it, and in the box that pops up, either upload this scan or type in the URL for it http://stamporama.com/upload/2000264150.jpg
Google will find other instances of that image on the web, and, hopefully, you will find out what it is.

Yes, Tedski, Thank You! I have many stamps that I can't identify using a book, and I'm reluctant to post them and ask for help because there are so many. You've saved what's left of my sanity.

in this particular case, there are a few things that could have led you to a Japanese revenue stamp:
1. The "8" like character on the top of the left column of characters always indicates Japan.
2. The character that looks like "EP" tells you it is a revenue.
