United States/Stamps : Is this a US Scott# 546?

The perforations are correct 11x11. The cancellation conveniently hides all the identifying features of the type III stamp. The one problem is that a SCN 546 is supposed to be 19.5 mm x 22mm. This stamp printed on a rotary press is 19 mm x 22.5mm. Essentially it is not wide enough to be a 546. Potential catalogue value i $190.

Any thoughts?

A tough cookie to be sure.The 11 x 11 perfs suggests a 499. The weaker rope suggests a type 1. The measurements for the frame suggests a flat, not a rotary press. unwatermarked=499
SLW=461

None of this is written in stone. Hopefully some of the other guys can jump in here and maybe tweak the image to show some identifying marks better.
