This is a new cover I just picked up, and it presents a bit of dilemna. The strike date is July 25, 1916, which is outside of any recorded period of Civil Censorship. The cover shows absolutely no sign of being a re-used envelope. Any thoughts would be appreciated!

Just an update on the cover shown above. After discussing the cover with numerous knowledgeable collectors, the conclusion was that the cover was mailed by a "Person of Interest", most likely an internee being held in Halifax. It is, as every collector loves to hear, a rare example of censorship outside of the known dates.
There is nothing on the reverse except an advertising message. I don't know specifically this hotel was used but it fits the presumption. I was hoping they might still be around, but it burned down horrifically decades ago.
