I believe that they are refering to Plate Number Coils. Since 1981 coil stamps have had the plate number printed at intervals throughout the roll. The interval differs for different presses. Mint were originally collected in strips of 3 with the plate number in the center. They are now collected in strips of 5.
"Unpicked for PNC's" refers to kiloware that has not had the PNC's removed as these have higher catalog value.

Jerry, in Linn's, the ad would be referring to Bob's plate number coils; Tom's PNCs are specific to UK, although those covers exist here too, although the American name for them eludes me.
Bob's explanation of strips of 3 or 5 will typically refer to mint strips (PNC3s or PNC5s) while kiloware typically has used PNCs, which are typically singles, although can be strips.
