Latin America/All : RESELLADA overprint? Country?

Can anyone tell me what language this is and what it means?? I have an overprint that I think is a revenue but cannot tell from which country

Selada in Spanish means sealed so resalada could mean resealed?

The overprint appears on some stamp issues of Ecuador and Venezuela, primarily due to large scale thefts. I believe it means "re-coined" or "re-issued". The overprint was used to demonetize the stolen stamps, which would NOT have the overprint. Hopefully, I got the story straight.

I found the overprint in Venezuela, didn't find the stamp so am assuming it is a revenue.
