I think the overprint is a polite way of saying it is a forgery, like most of these early Persians. The others do indeed look like cutouts.
The red one could be an 1887 stamp from Mexico (Scott #187) cut, or cut from an envelope
The one from Argentina is probably a revenue stamp. Manuscript cancels are typical for these.
The third one is most likely from Germany. It says Work Brings Blessings.
The image on number 3 is the same as on the Austrian Newspaper Stamps, "Mercury", So I would start to search there.
