General Philatelic/Identify This? : Help identifing a cancel.

This cancel caught my eye. It's appears to be something like longitude and latitude and a date. But the only thing that correspond with this date is the Mexican Revolution....
What am I missing ?
Possibly commemorating the revolution ? I might have skipped that day in history class.
The cancel is from Perpignan, France. Are the characters you are referring to the: "12H 40". I believe that is the time the stamp was canceled. There is a character after the 40 which looks like an "s" but I am not sure of its significance. It might mean soir (night time) making the time 12:40 in the morning but I am not sure how likely that is.
I agree this is 12H 40S and I think this is 12 heures 40 du soir or 12:40 (pm) in the early afternoon.
I've also seen postmarks with M instead of S and so if this were 12H 40M I would read it as 12 heures 40 du matin i.e. 00:40 (am) after midnight if any collections were processed that late at night.
