Going through the large stamp lot I told about in the earlier message I was cataloguing Haiti stamps when I realized that my 2017 Scott does not have any listings for Haiti after 2003. What does that mean? Is Haiti philatelically a dead country or is Scott just being sloppy? I have not checked Michel yet.
As far as I can see right now, it looks like the last regular issues from Haiti were some stamps in 2003 and then two miniature sheets in 2010. I wonder how letters are sent over there. Is there such a large stock of older stamps, perhaps in combination with a very low volume of letters being sent?
One of my reports at work is a citizen of the Dominican Republic, and the way he talks, the DR basically runs Haiti, because its government is incapable of executing any meaningful policy...
