Anyone know the transatlantic air mail rates for 1939? Is this just an overfranked or philatelically-created array that added up to 32 cents? Destination on the back stamp is Marseille, France.

It is simply over-franked. The postage rate for that flight was 30c, but I have examples that were franked with anything from 28c to 35c
