When i was using Dell Windows 7 it was simple to reduce the size of a cover to show it here on Stamporama...windows fax/scan works fine for scanning a cover for eBay...but i do not see how to do it to reduce size to make it Stamporama size acceptable ?

Agree that Paint is often quite convenient. Simple can be better!
Anyway, I routinely use Paint to resize images for posting on SOR. 50% is a good default.
But, don't close Paint after you save the resized image. Try posting it on SOR, and if it's still too big (or too small), go back to Paint, hit the "Undo" button, and try another resize percentage. That way, you don't lose resolution with sequential resizes of the same image.
One think I wish Paint had is the ability to rotate scans by small increments, to correct misalignments of the object with the scanner bed.
Sometimes I miss all the functionality that PhotoShop has. I don't have that program now, cuz I'm a cheapskate.

I use Windows 8.1 and it has resize image program.
After I scan my image and save it to a folder, I open that folder and right click on the the picture's file. A drop down box appears with one of the functions is "image resizer". I left click on that and I can choose the size I want to change the image to. I usually pick "small" and it reduces the image so I can post here.

The easiest solution is to scan at 75dpi for full page displays using Microsoft Paint's From camera or scanner menu item using a custom scan setting from the dialog. You might do a small cover at 150 dpi.
