Do you think it’s a double impression or just over inked ? Look at the letters around the portrait. Some are very odd looking. The E in cent. The T in states. Here is another perspective. Also those 5s.
It is not a double impression. It it were, you would see a shadow image of the entire stamp, since it was printed with one plate.
Anything else would need to be compared with another example of the same issue (meaning same perforations). Nothing that is shown seems to be anything other than an oddity, like a worn plate, over inking, etc. No added value to most.

An app called stamp analyser. They have it on IOS apple app. Think android has it as well. 5-10 bucks. It’s pretty nice. Well worth it. After you analyze it there is an option to tap on it and change the lines defining the borders and the measurements. Hope you like it. Sorry for the late response. Been away.

Also you can use a coin or something you print out. Then set it next to the stamp if you have physical possession of the stamp. It uses it to get precise measurements with a relative object. Took me a min to figure that one out. Lol. Oh and it use to tell you the perf count. But they may have updated it. It now says rounded and un rounded perfs. And sometimes like 2.54. Which I don’t understand. I’m still a newbie. Sure you can tell. Later.
