This appears to be a stamped to order postal stationery item (or part of one).

I've had a quick look in the old Higgins & Gage catalogue and it lists a stamped to order ("Printed to Private Order") envelope with these three stamps from 1949.

I guess this is a cut-down front from this envelope or from some other postal stationery item.

H&G list the envelope as "aerogram format" which seems to fit nicely.

Interesting. The link to the Hipstamp listing that Carol posted (thanks, Carol!) cites a Scott number of 567a and a catalog value of $25.00. However, I just looked in the 2021 edition in there's no such listing (nor a footnote). Not sure where that cv came from ...

And just out of curiosity, I checked in my Austria Michel (2013) and there was nothing listed beyond the stamp set. Often, Michel is good about including in a footnote any ancillary stamp items that might be related. On the other hand, I'm not sure they would do that for a postal stationery item.

There may be an Austria Specialized, which I don't have. It's also possible that there's something mentioned there.
