This is a real good example of machine cancellation.
On the first day of issue ( 21st of july 1981 ) with the mass-cancellation of
BERLIN ZPF 1085.
In the Michel catalog those cancellations are mentioned.
And indeed it says on the righthand side "STAATSWAPPEN" or National Coat of Arms but it is just an ordinary stamp and no "DIENSTMARKE" or official as you guys say.
