I have no particular background in Czech stamps, but I very much like its inaugural issues, often designed by Mucha. So I took a look for this in the 'back of the book' sections of several catalogs, but found nothing.
So I then just typed 'Kolek Czechoslovakia' into Google search, and it returned several stamp images similar to yours. It appears that this is some kind of revenue stamp, so that's why it won't be in the regular catalogs.
Perhaps someone with a Barefoot revenue catalog or an even more specialized catalog for this area can weigh in here and provide some additional information.
It's a lovely design, though, as those early issues often are.

Yes, this is in the 2001 Czech Barefoot Catalog;
-It is a general revenue from 1919
-thin pelure paper
-underprinted with either red or blue/grey horizontal lines
-perf 11 & 1/2 or perf 14
-many variations exist
-remained in use until Sept. 1938
