I wrote this comment in hurry and it looks as though I wasn't sure of the country identification so sorry about that.
I can confirm this is a revenue from the Kingdom of Saxony issued in 1868.
The arms and motto are those of Saxony and this set is listed in the Forbin catalogue as one of a set of ten.
Six of these have values in neugroschen and the top four values have values in thaler as mentioned by jmh67.
(I believe technically by this date the currency was called the "vereinstthaler" but the two had the same value and I'm sure the name "thaler" was used in practice.)
