Good remark Jan-simon. Looking again, I agree that it could possibly be a cancellation on Scott o322..but it does seem a bit misaligned with the rest of the cancellation, so I still lean on the o/p theses. Hard to tell.
And for sure I have never seen such a o/p.
If one could read the (smudged) writing, maybe we could identify a local post mark or city, and that would be decisive...or if it is a revenue of some sort?

Looking at both Scott and Michel, it looks like the stamp is printed as an official stamp, and that it's not an overprint. As Josh Tanski already said, it's Scott O322, one value of a set of 8. It is not described as an overprint on another stamp, but as stamp design O1.
Michel lists it also, in its official stamp section, as #355, again a single value of a set of 8. In at least the official section of Michel for Iraq, only overprints are shown, not the underlying stamp. For this stamp, it shows the full design, so I don't believe it's an overprint.
For what it's worth, Scott just identifies the issue date as 1975, while Michel has determined it to be 24 November 1975.

I guess the consensus seem to be that this is just a cancellation on the official 1975 stamp, that is masquerading as an o/p. Good call I think!
