It is Japanese, because I see some of the writing (hiragana) that's unique to Japan.
However, I don't think it's a Japanese government revenue, but rather some kind of trade association or proprietary stamp.
Edited to add: It's definitely not a postage stamp, so it's not like you missed something in the Scott catalog!
