It is a Contribucion Federal revenue stamp, part of a 1936 series featuring Art Deco images. These revenue stamps collected a federal tax throughout the country, not just in the federal district. Mexico's Revenue Stamps, edited by Roberts, cites values of $.50 for the 5 cent stamp with its talon and $.15 without (as is yours).
