Can't seem to find this anywhere in Scott.

Dave it is a "post and go " label, not sure when this one was issued. Not sure if Scott lists them. Will go and look at my SG Concise and see if I can find an answer.

Edit: These were issued between 2013-2015, SG # FS93, and a and b.
There is a year code in front of the queens eyebrow (NW of the nose) that will give the year as two figures, can't quite make it out on your scan but looks like 13.
Value mint or used in 2017 was 3.50 UK pounds.

The notes in SG state:- Issued by Tallents House on 20th Feb 2013 in packs and on FDC's. They were sold from Hytech Next Generation machines at Spring Stampex 2013 but were not made available through Post Offices until Nov 2013.
FS93 exists MA12 from special packs and Spring Stampex 2013 and MA12 from Christmas Post Shop.

Now here's a puzzler...

The number is a "12". So maybe this one was issued before the series was issued?

Perhaps Dr. Who was involved.
