For best results, take pictures in a dark room so normal light does not affect what you see. This is important for stamps that have a weak response and checking for afterglow (usually hard to see on US stamps).
When I was doing the Famous Americans series, I created a template using known tagging varieties. That way I could compare what I had with know "overall tagging" and "solid tagging" examples:

No, just generic image processing. I use Fireworks since it came with Dreamweaver, but Photoshop would work, too. Takes a while to get the elements you need, but after that a snap!
