I have a Michel catalog for this area from 2013, and the imperforate sheet is not listed.
But what the dealer did by calling it by calling it Block (souvenir sheet) 17B is consistent with Michel's nomenclature, where perforated stamps have the suffix A and imperf stamps have the suffix B, when both types exist (or, I guess, when they catalog it).
Since this was a French colony, I'm wondering if someone who has a French-language catalog for French colonies might be able to find a listing for the imperf.
I could be wrong, but I think it's also true that the stamp printers for at least some of the French colonies often created imperf examples for sale at a higher price. Maybe Michel considers these enough of a postal contrivance that the stamps fail to meet their listing criteria?
