TANGA PRE-PAYMENT FRANKING
On January 18 1916, a new system was introduced to reduce the usage of postage stamps, which were still in short due to World War I
Pre-payment notations ( "Frankiert / Mit 7 1/2 H" or "Frankiert / mit 7 1/2 Heller" ) were placed on privately-supplied envelopes at the post offices in Tanga, Dar-es-Salaam and Morogoro, which also included official seals of the post office.
The envelopes could then be posted at any post office within German East Africa

I saw it too im my MICHEL catalog of 1993 !!!!!
But in my MICHEL catalog of 2017 it says :
The use of the pre-payment franking was started from January on.
(They do not mention which day of january anymore......)
In the Borek catalog they mention the exact date January 18th.
The different catalogs do not know the exact date so....................
Well we keep it save and say started in January, oke?
Then we are both right.
