I can't read hebrew but I am pretty sure you have the stamp upside down. If you turn it around, the word at the top left is "Israel", that much I do know.
My guess is that this is some kind of zionist forerunner stamp for the Jewish settlements in Palestine. It could also be some kind of cinderella / zionist fundraiser stamp, the "10 cents" suggests that it may very well be of American origin.
The stamp is definitely upside down. The Hebrew on the one side is L'shana tovah the greeting for Rosh Hashanah (the Jewish new year). The stamp was issued by the JNF (Jewish National Foundation).
