Looks to me it is a Tax stamp: Hacienda is the IRS (and other government agencies). However it could be a postage stamp (???)
Further research is needed.
The text under the top two lines reads "Federation Treasurer". What exactly the 5 pesos paid is not stated. I cannot read the text at the bottom of the reverse side of the item. Maybe that holds a clue.
Running the heading on the 'front' through Google Translate I get "Secretariat of Finance and Public Credit". The next line I think is "Treasury of the Federation".
The line on the reverse is the printer's inscription - 'Talleres de Impresion...'etc which is seen on the bottom of many Mexican stamps.
Beyond that I don't know. It looks like a receipt for payment of a fee or tax.
Charlie, it says "Talleres de Impresion de Estampillas y Valores Mexico" pretty much the equivalent of the old BEP, when the government used to print stamps here in the States.
It's an "entrada" or "ticket for admission" to museums, monuments, and the like that the federal government oversaw. This particular one is from the issue of 1966. Robert's book Mexico's Revenue Stamps lists it as EN9.
This all goes together to give this item a place in my collection of 'Cinderellas, Locals and Strangers' where I put the non-postage items I come across. Thank you StampoRama members for your help again!
