Can someone give me more info on this stamp and surcharge. Scott says that 50 and 16 cents were printed in Shanghai but not issued. I have both 50 and 16 cents Thank youImage Not Found

Notice the middle Chinese Character that looks like an inverted "V."
It is the Chinese Character for "people" or men." so any stamp like that is People's Republic of China rather than Republic of China (Taiwan).
Also the question was about the "Printed but not issued" that happens especially during times of war, rebellion, or simple chaos. Sometimes such stamps are placed on an envelope accidentally and gets through the mail system.
