Today at work i was given a few albums full of covers. This one was at the back of the album. Catalogue number 31 10c green type 1. It was purchased jun 21st 1954 from H. R. Harmer inc international stamp auctioneers in new york. The stamp is on an envelope. I am interested in what the value of this might be.
If the stamp is slightly off center would that make it less valuable? I have had a few people look at it and the highest offer i got so far is 300 and i declined

Without a cert, buyers are cautious and may be at least discounting the cost of getting a cert themselves. Additionally you have only 1-2 two eBay feedbacks, this makes buyers even more cautious when considering purchasing higher value material. Also keep in mind that there are at least 10-12 other #31 covers listed and none of them have sold for at least the last 6 months.
I think you have the cover priced fairly but if it were mine and considering the lack of demand based upon the other covers on eBay I would expect to be sitting on it for a significant amount of time before a sale comes along.
If you need to make a quicker sale, you may have to accept the low ball offers.

The main value is the stamp quality, rarity of the stamp, time period, cancel, and date of the cancel. I know some people feel they do make it more valuable having letter inside, I haven't dabbled with enough covers at the value you are holding, someone else might know better.
I think you mentioned earlier someone offered you $300. If you truly have no attachment to it and just want a sale without hassle, I would take it. If you want to invest in it and get a cert or have someone look at, it will take a lot longer to move it. Comes down to whether it is worth your time. Could turn out not in your favor by waiting.
