I would start my search by noting the very small letters beneath the left hand stamp; "Sieben Kreuzer" and then proceed to stamps or revenue s of Serbia, probably before the Austrian Empire was dismantled. Pre WW I.
At least that is a start.

"Sieben" is German for the number "seven"
"Kreuzer" is the currency that was used

Also, the double-headed eagle is the coat of arms of Austria. The Serbian coat of arms is completely different.
