The top sheet is indeed a commemorative sheet typical of fan art mainly from Taiwan
The heading reads something like
China National Jilang Exhibition 89• Beijing (my translation skills are average)
You can also find similar sheets but the fan painting will have a postage value printed

My Chinese reading skills are limited to a couple of the old provinces and things like "Northwest Liberation Area", but would the Nationalists on Taiwan commemorate an exposition in Beijing ?
Or if so, why ???
