What platform do you use? PC, IOS, Android? I use a free compression app on my iPad that is super simple to use.

I use GIMP (Graphics Image Manipulation Program). Its an open source, cross platform and very versatile. I just rescale the images and export them to jpeg format for this forum.
If the issue is resizing existing photos or scans then the aforementioned free image editors and many others will give satisfactory reductions.
If one is scanning a new image then a common mistake is to scan at far too high a resolution (DPI)
Scanning an image at say 1200 DPI is the minimum requirement to print the image but not for a forum post.
Rather then having to reduce an image that took a long time to scan, scan at a much lower DPI (300 DPI max). No one will notice the difference.
Your scanning software should also be able to compress the final image somewhat - 75-85 compression will produce a very satisfactory image that wont exceed a forum file limit
One of the above was scanned at 1200DPI and then using Irfanview was reduced in size. The other was scanned at 300DPI with no reduction. BTW the image quality is not great as it is a Litho forgery.
Further, for a forum post save images as JPG's or even the very adequate and smaller size GIF if it is an older single color stamp. TIFFs and PNGs are other options that should be avoided for forum scans
If you use something like Irfanview (I use different software) then there should be an option not only to resize but also to change the compression as below
