Europe/Germany : A bit of help with censor tape marking please

I have a cover mailed from Herzogenbuchsee Switzerland to Erlangen Germany (Bavaria) in 1916. It was censored and the tape carries the inscription "Militarischerseits unter Kriegsrecht Geoffnet".

Some time ago I had written "opened under martial law" on it's glassine but when I googled it this time it appears it may be a return to sender marking.

It appears to be rather common and why I can't seem to find a translation is a bit curious, or perhaps my internet skills are decreasing.

Using Google Chrome translate gives;

"Military under martial law"

Thank you - and that makes sense with the martial law situation in Switzerland at that time.

I think the censor marking roughly reads:

Military time or situation opened under martial law.
