General Philatelic/Identify This? : Mystery found in Russian lot that I purchased

07:27:57pm		I don't believe that this is a postage stamp, but would like to find out what it actually is. Charity? Revenue? Is it even Russian? (I found both Finland and Siberia in this old lot). Thanks in advance for your help.
