Interesting comment from the article:

"The US is not the only country concerned about Terminal Dues, and Canada Post is leading a wave to force change at the UPU and work to find a solution that will keep the US and others in the UPU while stopping "cost coverage inadequacies.""



Looks like other countries are following the US's intent to leave the UPU.

Further developments:

Linn's 190415 Postal remuneration concerns to be voted on by UPU members

It occurs to me that, for example, if the per capita income in the US is >5x the per capita income in China, then the commensurately higher costs at the USPS require that 5/6 of the postage paid per parcel should go to the US, and only 1/6 to China.

That's how this works, r-i-g-h-t ???

Not quite. There is an exception to countries that the UPU declares to be "developing nations". China (People's Republic) is on that list, and the UPU has refused to remove it. That is why international mail from China costs so little. "Well to do" countries have to pay more to subsidize the international mail from developing nations. Hence our outrageous international postage costs.

The Universal Postal Union is a department of the United Nations. Without my going political here, we all know what the UN is a bastion of, which is the driving force in the UN.
