I'm with Nigel on this.
When all else fails, I check and see what the Michel catalog lists, as they will often list more "questionable" material (and typically identify it as such).
I did not see the item in question listed there either. I also noted that they, like Scott, mention a number of "illegal" stamps issued. Like Scott, they try to describe what they've identified as illegal, but do not illustrate them. My German is rough, and I skimmed, but I did not see your souvenir sheet listed there either. I was looking for anything in the denomination of the souvenir sheet, which is quite high, even for the illegal stamps of that time period.
Some additional Googling led me to a gentleman here in the US who documents illegal issues. I looked through the pages he shows for Afghanistan, and didn't see your souvenir sheet, although there are others for "birds of prey".
He also illustrates the legitimate issues of Afghanistan during this period of governmental instability, and, if I recall correctly, all legitimate stamps say "Afghan Post". That's not determinative, as plenty of illegal ones do, too, but, in addition, a number of illegal issues just say "Afghanistan".
