General Philatelic/Identify This? : What is the postmark for the Central Post Office Ottawa?

My friend received a letter from Ottawa today and its postmark was unusual. I do not have a scan of it but will describe it
Inside a small black circle are the letters PC Could it stand for Central Post Office (en francais) in Ottawa or is it for PRIVY COUNSEL ???
OR
There is no date and no town name. I`m wondering if it is a private cancel. The stamps had been scratched with a pen by someone . I know that there are private permits in the US . Are they available in Canada?

Sure it isn't PQ? Province of Quebec (spelling error)

Actually I just received an answer from David Giles.
All mail from that Central PO goes to Montreal for sorting. Those items missed by the automatic ink jet machines are stamped PO .I`m assuming for Poste Canada
Let`s see if anyone can add to this info
