What does Hi-Brite on Canadian stamps mean. Is this just simply another term for tagging?

Not tagging, Allen, but paper type. Stamps printed on Hi-Brite paper fluoresce very strongly under ultraviolet light, although I'm not sure whether a long- or short-wave lamp should be used. You just can't miss a Hi Brite stamp, especially if you are comparing it with a stamp printed on non-fluorescing paper.
