General Philatelic/Identify This? : Need help with reading the date.

My suggestion is 1919. Note how the curl on the top of the right bar of H is partially covered by the year, making a 9 look like an 8

I actually have the new EDU here but I havn't sent it in yet for a cert,the left stamp is not it,it's the second one,I'm deciding whether or not to try to get the corner paper(it was glued on all 4 corners into a album) that's stuck on it off,I don't want to damage it.

The post card rate was 1C, the second stamp also does not looked tied. These issues make it suspect.

Here is a better picture,I'm sure the postcard rate was 2 cents at this time of mailing because of WW1 then was put back down to 1 Cent after the war ended,also here is a picture of my Scott 503 EDU(not sent in for cert yet either).
