It might be Opello, Arkansas. (Although I just noticed the difference in spelling).

An Oppelo Post Office was open in Perry County from 1867 until 1878 and carries a rarity factor of 7 in Helbock. Also existed in Conway County between 1880 and 1913 with a rarity factor of 4.
That is a very nice cover, particularly with the 10 cent rate.
For value search Ebay for rarity factor 4.
